Conference Committee Reaches Agreement on HB 1927!

The Conference Committee for HB 1927 (Constitutional Carry) has come to an agreement on the final language of the bill!

Rep. Schaefer (the bill author) said:

The House and Senate conferees have reached an agreement on House Bill 1927, a critical benchmark before this bill reaches Gov. Abbott’s desk. By working together, the House and Senate will send Gov. Abbott the strongest Second Amendment legislation in Texas history, and protect the right of law-abiding Texans to carry a handgun as they exercise their God-given right to self-defense and the defense of their families.

Speaker Dade Phelan has been rock-solid every step of the way as House Bill 192 has progressed, and I am grateful for his leadership and the bipartisan coalition who supported House Bill HB 1927.

Sen. Schwertner (the bill sponsor) said

Texas has fulflled the promise fo our founding documents by finally restoring the right of law-abiding Texans to carry a handgun without a license for the defense of themselves and their loved ones.

Although this does not mean that the bill has finally passed, it practically assures its timely passage before the end of session.

The Legislature now has to prepare the correct paperwork to support the agreed-on language. We will share that with you when it is available. You can also track the progress on the TLO bill page.

Then, the report will be distributed to the House and Senate members. After a 24-hour waiting period, the members will vote to approve the conference committee report. Then the bill goes to Governor Abbott’s desk.

Governor Abbot has already promised to sign the bill into law.
